Responsibility for postal items that include goods bound for North Korea

A prohibition against all exports of any type bound for North Korea was announced based on the June 16 2009 cabinet decision“Measures against North Korea pursuant to the Foreign Exchange and Foreign Trade Laws.”
Under this order, postal items that include goods bound for North Korea are affected by export regulations, and there is therefore the possibility that unauthorized goods will be discovered by Customs inspection and returned.
