Handling of Postal Items that Contain Instruments of Cash Payment or Certificates whose Purpose is to Contribute to Activities Conducive to Nuclear-Connected Projects in North Korea

Under the Law for Foreign Exchange and Foreign Trade (1949, Law. No. 228), and based on the Prohibitory Measures against the Transfer of Assets Conducive to Projects or Activities Connected to Nuclear Technology, Ballistic Missiles, or Other Weapons of Mass Destruction (Cabinet Declaration of July 6, 2009), a permission system and other measures under the Minister of Finance have been established for the export or import of instruments of payment or certificates whose purpose is to contribute to activities conducive to nuclear-connected projects in North Korea.
Under these measures, where the necessary permission of the Minister of Finance has not been obtained for the export or import of postal items containing instruments of cash payment or certificates whose purpose is to contribute to activities conducive to nuclear-connected projects in North Korea, the handling of such postal items may either be prohibited, or the postal items may be returned.
